Ramirez is one of only two children of the Silvites, the other being Fina, who is 7 years younger. A decade ago he was sent to Arcadia to scout the world for the Moon Crystals, in preparation for the Elders to send the Rains of Destruction to wipe out Arcadian civilization once more, fearing the Valuan Empire as they did. During the interim, Ramirez lost contact with his superiors and became part of the Valuan military, becoming the aide of first Lord Admiral Mendosa and then his successor, Galcian. While at first Ramirez highly respected Mendosa and despised Galcian, Mendoza later betrayed Ramirez's trust; Ramirez, horrified by the treatment of the Ixa'Takan slaves, asked Mendoza to look into it. Ramirez later found out that Mendosa was not only allowing it to happen, but was actually profiting from it on the side. Ramirez felt so betrayed, and so enraged, that he had a psychotic break, leading to what would later be known as the "Aquila Massacre," in which Ramirez slaughtered (almost) everybody on the ship; the only survivors were Piastol and Maria (Mendosa's daughters, the former of which was only a few years younger than Ramirez, and the latter was an toddler), and "Doc" (likely not his real name, but was the chief medical officer on the Aquila). The attack was later blamed on Air Pirates, as Blue Rogues had showed up just as the ship was about to burst into flames, and had actually tried to save the Aquila's crew.
Shortly after the beginning of the game, Ramirez is promoted to Sixth Admiral of the Valuan Armada at the new Lord Admiral Galcian's request, making him the youngest Admiral in the Valuan Armada, and quite possibly the youngest officer to ever hold the prestigious position. Ramirez himself makes very few appearences in the game, up until the party breaks into the Grand Fortress. Ramirez appears before Fina - at the time, a prisoner of the Valuan Empire - who had earlier been horrified to learn that Ramirez was alive, and had switched sides. Just as Ramirez was clearly about to explain himself to his childhood friend, the intruder alarm rang, and rather than have an actual talk with Fina - something he will never have the opportunity to do again in this way - he simply leaves her with a cryptic "things have changed" line.
Ramirez isn't seen again until his flagship, the H.V.M.S. Monoceros, and two escort frigates from the Sixth Fleet, were engaging Rhaknam, a massive Arcwhale embedded with the Purple Moon Crystal. When Vyse, Aika, Fina, and Drachma appeared in the Little Jack, Ramirez turned his small fleet on them, their superior firepower obliterated the small ship, scattering the party.

Ramirez essentially tricked Nasreans into believing that Valua didn't have the technology to go through a Sky Rift (an area of extreme turbulence that most ships can't survive), thus encouraging Nasr to focus their fleet inside a narrow gorge, expecting Valua to be forced through a choke point. Instead, Ramirez trapped the Nasreans inside the gorge, setting them up to be flanked between the only two exits, where they were sitting ducks. Nasr fell before the sun went down that day.
Shortly after the once proud Nasrean fleet was sunk, Ramirez turned the Sixth Fleet on the capital city of Nasrad, and bombarded it to smithereens. While exploding shells were dropped on Nasrad, Ramirez himself went down to the city to survey his work, when he came across Vyse, Aika, Fina, and Gilder. Seeing that Fina was with them, Ramirez offered them a chance to surrender peacefully, which Fina highly encouraged Vyse to take, knowing that Vyse wasn't anywhere close to ready to fight someone of Ramirez's caliber. Whether Vyse takes the offer to surrender - or chooses to engage in an unwinnable fight in which Ramirez's HP never reaches 0, and he'll eventually start spamming his S-techniques until the party dies - Ramirez takes the party prisoner, and transports them back to the Grand Fortress. Needless to say, Ramirez isn't pleased when they escape.
Ramirez is present at Dangral Island, along with Lord Admiral Galcian, First Admiral Alphonso, Second Admiral Gregorio, Fourth Admiral Vigoro, and Fifth Admiral (and Valuan R&D Director) De Loco. He later leaves, however, to begin his assault on Crescent Isle, Vyse's headquarters.
And he does. Just as Fina is actually telling Vyse about Ramirez (with a rather fond, yet sad tone), Ramirez himself, as if on cue, appears, just as his fleet begins bombing Crescent Isle. Ramirez again offers Vyse a chance to surrender, but regardless of whether or not he takes it, Ramirez's feelings for Fina are clearly gone at this point, as he begins to extract her half of the Silver Moon Crystal from her body, which would have killed her. He nearly finished it when the Claudia, Gilder's ship, fires a shot that narrowly misses Ramirez, but sends him flying from the shockwave. Forced to retreat, this was Ramirez's first true unsuccessful mission.
Ramirez stays behind on Soltis while Galcian engages Vyse's ragtag fleet of pirates and Yafutomans. However, when Galcian's Sky Fortress Hydra is destroyed in a suicide attack by former Fourth Admiral Belleza, Ramirez officially goes insane, and attempts to call down the Rains of Destruction to basically take the world with Galcian, feeling that if he can't rule it, it doesn't deserve to exist. Vyse, Aika, Fina, and a fourth party member of the player's choice goes after Ramirez, and Ramirez finally loses in a fight to them. Fina pleads with Ramirez to please stop all of this, believing that the Ramirez she knew and loves was still in there somewhere, to which Ramirez responds that "that man is dead," and uses his own half of the Silver Moon Crystal to merge with Zelos, the Silver Gigas (of which the other Gigas' the party had already defeated at this point). Ramirez is defeated two more times as Zelos evolves, and is finally killed. Fina, in tears, takes comfort in Vyse graciously giving Ramirez a burial at sky, believing that Ramirez was just as much a victim of Galcian's megalomania as anyone else.

Ramirez has, arguably, the most dynamic personality out of every single character in this game once you factor in his backstory. Fina remembers how he used to be with a notable fondness, and pleads with him at different points in the game, as if she believes that deep down, he isn't as cruel and evil as he seems on the surface. The amount of affection and longing for Ramirez to be "how he used to be" would seem to imply that the two were more than just friends; it wouldn't be surprising, as considering the two of them are the only (non-frozen) members of the Silver Civilization, they were likely intended to continue the Silvite race with one another after the Rains of Destruction fell.
The character 'Doc' recalls how Ramirez was when he first met him; a bright, yet curious child who was at first timid, but quickly grew to look up to Lord Admiral Mendoza. Doc remembered that Ramirez was always willing to help others onboard Mendoza's ship, and when he first met Galcian, Ramirez quickly grew angry at the man for his cruel and ruthless methods.

Fina repeatedly demands to know why Ramirez betrayed the Elders, forsook his heritage, and seems to reject Fina at every turn. While it seemed that, early in the game when Fina is abducted by Valua, Ramirez was indeed going to explain himself before being drawn away by Vyse's infiltration of the Grand Fortress. Ironically, this appeared to be the only time in the entire game where Ramirez seemingly felt any trace whatsoever of his former affection for her.
Ramirez's rapid metamorphosis from a loving child to a vicious and heartless man can possibly be explained by his childhood. He, like Fina, grew up on the Great Silver Shrine, an isolated technological marvel far above the atmosphere in which the other Arcadians reside. Aside from the Elders, who were cryogenically frozen with their minds uploaded to some kind of machine speaking for them, Ramirez and Fina were entirely alone on the Shrine, and literally only had each other for company. Any child psychologist will tell you that growing up without any kind of parental figure can be traumatic to a child, and if it weren't for the fact that Ramirez only had the bare minimum of guidance from the Elders, he might have grown up with a stable mind.
The result of this is what appears to be a pathological need for a father figure of some kind. When he first arrived in Arcadia, he found this in Lord Admiral Mendoza, and quickly adopted his personality; a benevolent leader, philanthropist, and charismatic man who was loved and admired by all under his command. Eventually, Mendoza betrayed Ramirez's trust in the worst way possible, which caused a psychotic break in which Ramirez massacred the crew of Mendoza's ship (including Mendoza himself; only three survived, Mendoza's daughters, and the chief medical officer "Doc"). When he met Galcian, however - aside from Ramirez's initial angry outburst at the morally repugnant diatribe he spewed - Ramirez found a new idol, and from the sheer force of a bad role model, quickly grew to reflect Galcian's misanthropic view of humanity. Indeed, Galcian took Ramirez in after he was found on Mendoza's ship, and may have even helped cover up the massacre, as nobody except Doc knew he was responsible.
The more time with Ramirez spent with the new Lord Admiral, the more he adopted his worldview. His perception of the world taught to him by Mendoza quickly eroded, and with Galcian's influence, Ramirez saw the people of Valua as little more than a plague. The Upper Class seemed to him to be pig-like, selfish, and concerned only with money, while Valua's lower class were filthy, squalid maggots who were too weak to even attempt to change their own fortune. This view seems to extend to almost everyone else in Arcadia; he has a very unfortunate habit of seeing the absolute worst traits of anyone he meets, and focusing only on them. In contrast, Ramirez viewed Galcian as the only man strong enough to change the world for the better. The way Ramirez speaks about him, you'd have thought Galcian was the messiah himself.
Galcian's influence may have had some good effects on Ramirez, too; or at least, good in the sense that Ramirez went on to become the youngest officer ever to reach the rank of Admiral in the Valuan Armada, a position that was well-earned given his sterling record. Ramirez was responsible for single-handedly crushing the Nasrean Navy, the only known credible military threat to Valua, except for Yafutoma. His military strategy resulted in Nasr being brought down in less than twenty-four hours, as he tricked them into believing that a sky rift would protect them, thus forcing them to focus their ships into a tight gorge, while he used a pincer-strike maneuver to trap them inside and flank them on either side of the gorge, making them very easy targets. The entire fleet - as well as the capital of Nasrad - was in flames before the sun went down that day.
It is likely that if Ramirez were separated from Galcian, he might inadvertently find a new 'role model.' His biggest flaw is almost certainly his emotional dependence caused by being forced to raise himself (as well as Fina) as a child, and even if he didn't realize it (must less admit it), he might just change again if he found someone worthy of his admiration.

Destruction: A lightly-damaging attack involving a wave of ice washing over all enemies, stripping them of all positive status effects in the process.
Silver Tundra: A highly damaging attack that impales a single target on a massive spike of ice.
Lunar Blessing: A technique Ramirez shares with Fina, in which he channels the Silver Moon's energy to regenerate his health over time; however, because he is only focusing it on himself, he regenerates 600hp each turn instead of Fina's 200hp, which is granted to all party members.
Silver Eclipse: Ramirez's trademark S-Technique, and by far his most damaging. He enters a portal which seems to stop time, and he dashes back and forth across the screen several times, slashing with his sword as he goes, leaving behind a milky white substance. When he exits the portal, all enemies are struck for incredibly high damage, and can easily wipe an entire party if they are low-leveled.
List of Ramirez's (most commonly used) Magic:
Electrum: Top-tier Lightning spell that strikes all targets in a straight line directly in front of him for mid-to-high damage.
Eternes: An extremely annoying Silver spell that can potentially cause instant death to every single member of the party, and he seems to do this whenever you don't use Delta Shield.
Quika: A buff spell that increases his evasion and speed, making him take his turn sooner as well as making him harder to hit.
Increm: Another buff spell that increases his attack and defense, both physical and magical.
Ramirez is indisputably the greatest swordsman in the entire game, having been selectively bred by the Elders of the Great Silver Shrine to single-handedly return the Moon Crystals (more on that later). In other words; Ramirez is insanely powerful. Judging by the fact that he is able to use top-tier spells of the Yellow and Silver variety, he likely has access to all of the lower-tier spells in those categories as well.
Fina claims that Ramirez is able to 'cut through light,' and given his battle quotes referring to the 'Dark Moon,' it is possible that Ramirez has access to powers stemming from the Black Moon as well (especially if the fan speculation about his sword is true; more on that in the Artifact section). With his sword, he has demonstrated a completely superior level of swordplay compared to Vyse, Galcian, or Enrique, and when he killed the Elders, he demonstrated a perfect acrobatic finesse, almost as if he were flying or weightless.
Ramirez's main weakness lies in the fact that he has an extremely dependent personality. Due to his "Heroic BSOD" involving Mendoza, he has become emotionally unstable, and is fierecely loyal to Galcian, to an absolutely self-destructive degree. It has gotten to the point where he is nearly incapable of thinking for himself.

Almost in unison, the cannons of the other ships fired, with torpedos launching from the shafts on the deck. Ramirez could almost hear the screams from the city below as the bombardment began.
"Haha, take that ya dirty Nasrean!" the Vice Captain cackled, while Ramirez himself remained silent... though a satisfied smile did creep across the corners of his lips. The buildings below went up in smoke as the shells collided with them, and soon, a raging inferno was burning below. Ramirez could care less that they were Nasrean; they were an enemy of Galcian, and that was all that mattered to him. The cannons rocked the ship as they fired, and within an hour, the entire city was a pile of rubble. But there was something else...
Ramirez noticed a familiar white dress below, accompanied by a man in a blue outfit. Ramirez nearly smirked, but maintained his cold composure. "Ready my shuttle," Ramirez said. "I'd like to see the fruits of our victory for myself." The Vice Captain responded with a salute, and the typical "Yes, sir!" before taking off through the door of the bridge. Ramirez narrowed his eyes at the familiar quartet below, directing survivors away from the spreading blaze.
"I was wondering when we'd meet again, Fina..." Ramirez mused quietly, tightening his sword's position in his belt. This shouldn't take long at all.

The Upper Class seemed to him to be pig-like, selfish, and concerned only with money, while Valua's lower class were filthy, squalid maggots who were too weak to even attempt to change their own fortune. This view seems to extend to almost everyone else in Arcadia; he has a very unfortunate habit of seeing the absolute worst traits of anyone he meets, and focusing only on them. In contrast, Ramirez viewed Galcian as the only man strong enough to change the world for the better. The way Ramirez speaks about him, you'd have thought Galcian was the messiah himself.
Galcian's influence may have had some good effects on Ramirez, too; or at least, good in the sense that Ramirez went on to become the youngest officer ever to reach the rank of Admiral in the Valuan Armada, a position that was well-earned given his sterling record. Ramirez was responsible for single-handedly crushing the Nasrean Navy, the only known credible military threat to Valua, except for Yafutoma. His military strategy resulted in Nasr being brought down in less than twenty-four hours, as he tricked them into believing that a sky rift would protect them, thus forcing them to focus their ships into a tight gorge, while he used a pincer-strike maneuver to trap them inside and flank them on either side of the gorge, making them very easy targets. The entire fleet - as well as the capital of Nasrad - was in flames before the sun went down that day.
It is likely that if Ramirez were separated from Galcian, he might inadvertently find a new 'role model.' His biggest flaw is almost certainly his emotional dependence caused by being forced to raise himself (as well as Fina) as a child, and even if he didn't realize it (must less admit it), he might just change again if he found someone worthy of his admiration.

Ramirez is indisputably the greatest swordsman in the entire game, having been selectively bred by the Elders of the Great Silver Shrine to single-handedly return the Moon Crystals (more on that later). In other words; Ramirez is insanely powerful. Judging by the fact that he is able to use top-tier spells of the Yellow and Silver variety, he likely has access to all of the lower-tier spells in those categories as well.
Fina claims that Ramirez is able to 'cut through light,' and given his battle quotes referring to the 'Dark Moon,' it is possible that Ramirez has access to powers stemming from the Black Moon as well (especially if the fan speculation about his sword is true; more on that in the Artifact section). With his sword, he has demonstrated a completely superior level of swordplay compared to Vyse, Galcian, or Enrique, and when he killed the Elders, he demonstrated a perfect acrobatic finesse, almost as if he were flying or weightless.
Ramirez's main weakness lies in the fact that he has an extremely dependent personality. Due to his "Heroic BSOD" involving Mendoza, he has become emotionally unstable, and is fierecely loyal to Galcian, to an absolutely self-destructive degree. It has gotten to the point where he is nearly incapable of thinking for himself.

"Admiral, the target is in sight. Permission to engage." Ramirez didn't answer his vice captain at first. He was standing on the bridge of the Monoceros, his flagship, watching as the people of Nasrad panicked at the sight of the approaching Armada. "Admiral?" the Vice Captain asked again, clearly as impatient as he was. Ramirez said nothing as he continued watching, but finally nodded. "Do it," Ramirez said, folding his hands on the railing, leaning forward in interest.
The Vice Captain nodded, and pressed a button on the intercom. "All crew, man your battlestations. Commence bombardment, don't leave a single building standing. Time to show these idiots who the REAL rulers of Arcadia are!" almost immediately, the ship's rotary cannons locked onto the city, as the other ships in the fleet took on an intercept trajectory, turning their canons as their ships banked to the left and right. "Fire!" the vice captain yelled, as the ship rocked from the recoil of the massive railguns launched high-explosive rounds at the capital. Almost in unison, the cannons of the other ships fired, with torpedos launching from the shafts on the deck. Ramirez could almost hear the screams from the city below as the bombardment began.
"Haha, take that ya dirty Nasrean!" the Vice Captain cackled, while Ramirez himself remained silent... though a satisfied smile did creep across the corners of his lips. The buildings below went up in smoke as the shells collided with them, and soon, a raging inferno was burning below. Ramirez could care less that they were Nasrean; they were an enemy of Galcian, and that was all that mattered to him. The cannons rocked the ship as they fired, and within an hour, the entire city was a pile of rubble. But there was something else...
Ramirez noticed a familiar white dress below, accompanied by a man in a blue outfit. Ramirez nearly smirked, but maintained his cold composure. "Ready my shuttle," Ramirez said. "I'd like to see the fruits of our victory for myself." The Vice Captain responded with a salute, and the typical "Yes, sir!" before taking off through the door of the bridge. Ramirez narrowed his eyes at the familiar quartet below, directing survivors away from the spreading blaze.
"I was wondering when we'd meet again, Fina..." Ramirez mused quietly, tightening his sword's position in his belt. This shouldn't take long at all.
